Lottery Licences
Overview
Consumer Affairs oversee all processes involved in the administration of the Lotteries Act in Nunavut such as processing applications and amendment requests, collecting and reviewing financial reports, receiving and addressing lottery-related complaints.
The Consumer Affairs Section issues lottery licences to charitable and religious organizations in non-delegated communities.
Non-delegated communities include the following:
- Arctic Bay
- Baker Lake
- Clyde River
- Grise Fiord
- Sanirajak
- Igloolik
- Iqaluit
- Kimmirut
- Pangnirtung
- Pond Inlet
- Qikiqtarjuaq
- Resolute Bay
- Taloyoak
Eligibility
Eligibility Criteria to apply for a lottery licence include the following:
- Must be an organization
- Must be registered under the Income Tax Act, Societies Act or *deemed charitable or religious
- Must have a charitable or religious purpose
*To be deemed charitable or religious, Consumer Affairs may request a letter of support from the Municipal Council
Restrictions
Where a person is convicted of an offense under Lotteries Act, Part VII of the Criminal Code, the Liquor Act or any Act of Nunavut or an Act of Canada, the person is not eligible to apply for a lottery licence.
Lottery Licences
Consumer Affairs licences and regulates the following lottery schemes in Nunavut:
- Bingos,
- Nevada Pull Tickets,
- Raffles,
- Sports Drafts,
- Casinos, and
- Texas Hold'em Poker.

Fees
Licence fees vary per gaming scheme. Check out the Lottery Licences Fees Regulations for applicable fees to obtain a lottery licence.
Amendment Requests
For requests within the control of the organization, organizations are asked to submit amendment requests within a reasonable period of time before the scheduled lottery. The form must be completed to its entirety. To obtain a copy of the Amendment Request Form, contact Nunavut Lotteries.
Lottery Complaints
The Consumer Affairs Office addresses and mediates on lottery incidents and complaints. The Lottery & Gaming Incident Report Form must be submitted in writing to the Consumer Affairs Office and must be filled out in its entirety and ensure that all information is complete and clearly written.
