The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut.  NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030. 

Reporting to the Manager, Community Development - Technical, the Community Development Officer – Technical supports the design and/or construction and project and contract management of public and staff housing. The incumbent provides technical support in the delivery of homeownership repair programs working within the established Government of Nunavut (GN) and NHC policies, procedures and regulations and building codes and regulations.

Key responsibilities of the successful candidate will also include:

  • Co-ordinating, retrofitting and modernizing improvement projects and the maintenance of corporate assets;
  • Providing technical support and training to ensure development of delivery capabilities of community partners;
  • Consulting with the communities on housing programs through public meetings, workshops, liaising with community groups and client counselling;
  • Evaluating and recommending improvements in program delivery and identifying potential conflict areas in delivery.

The knowledge, skills, and abilities required for this job are usually obtained through completion of a Red Seal Endorsement in a residential trade such as Carpenter, Plumber, Oil Heat Systems Technical, Electrician, etc. Five (5) years of related work experience as a Building Inspector, Site Supervisor, Construction Coordinator, Project Officer, Project Manager, or a related position, including experience working as part of a project team involved in building or design, operations and maintenance or housing project delivery. Experience developing scopes of work and cost estimates and building inspection. Cold climate building design and construction experience would be considered an asset. Experience in carpentry is preferred.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
