This policy outlines the general terms and conditions by which partnerships with communities and non-governmental organizations will be established. It has three funds. The first two provide operational funding for business development centres and other organizations delivering programs on behalf of the department. The third fund is the following:
Community Capacity Building Fund
- increases the capacity of hamlets to promote economic development through providing money to the employment and training of a Community Economic Development Officer and the preparation of a community economic development plan.
