Senior Finance Officer

Reporting to the Manager of Financial Operations, the Senior Finance Officer (SFO) provides accounting services in accordance with all applicable legislation, the Financial Administration Manual (FAM), policies and directives. The SFO ensures appropriate and effective accounting controls are in place and adhered to, and that, financial transactions, payment processes, travel, general ledger maintenance and account reconciliations are maintained in a timely manner in the departments of Finance, Health and Executive & Intergovernmental Affairs.
This position is responsible for the on-going development of financial procedures, internal controls, audit verification strategies and management reporting systems within the division. The incumbent is responsible for providing financial accounting services to a variety of departments to support accurate and current financial reporting. This position plays a key role in exercising financial processing authorities efficiently and effectively. The SFO is expected to provide advice to the Manager on financial implications of proposed policy changes as they pertain to financial procedures and the Financial Administration Act (FAA) and the SFO must be able to problem solve and give advice on the best course of action when there are competing interests, issues and objectives. The incumbent has contact with senior management officials, other government departments, various outside government jurisdictions, vendors and has access to information of a confidential nature.
Candidates must demonstrate knowledge of Generally Accepted Accounting Principles (GAAP) and the Financial Administration Manual (FAM), plus have a minimum of 3 years of experience in accounting, computerized financial accounting systems and financial procedures; and two years of experience working on spreadsheet and word processing software. Candidates should demonstrate their experience understanding terms of a contract relating to accounts payable. Experience in commitment accounting is also required. Strong communication skills are required with proven skill in using business software such as word, e-mail and databases. Completion of a certificate in Business Administration or an acceptable combination of education, experience, and skills will be considered. Enrolment in a Professional Accounting Designation program is an asset. An eligibility list will be created to staff future positions.
This position is included in the Nunavut Employees Union and has a starting salary of $83,499.00 per annum, plus a Northern Allowance of $15,016.00 per annum.
