Manager Financial Reporting

Reporting to the Director, Financial Services, the Manager of Financial Reporting is responsible for financial analysis and internal and external reporting to various partners including Federal Government agencies, GN Departments and Government of Nunavut Central agencies.  The role is required to have sound knowledge of current trends and developments regarding professional standards in financial management and accounting. Knowledge of financial analysis techniques, financial reporting and auditing methodologies and internal control principles is required. This position is accountable for the overall planning and management of CGS’s financial reporting function including the department’s operating and maintenance budget and the capital budget. The Manager Financial Reporting oversees the consistency in the implementation of financial policies across the whole Department; monitors transactions; initiates corrective processes and designs preventative controls in financial processing. The incumbent supervises the Senior Financial Reporting Analyst and the Senior Financial Analyst, Capital Projects.


This position requires a recognized Canadian accounting designation (CGA, CMA or CA) along with a university degree with specialization in Accounting, Finance, Business Administration, Commerce or Economics. Excellent knowledge of Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standards (PSAS) is required. The Manager Financial Reporting must have considerable experience in managing and supervising accounting professionals, preferably in a unionized environment. Experience leading or participating in the year-end financial reporting process is critical for this position. Experience working with internal and external auditors, managing relationships with third party funding partners and senior management is needed. Candidates must have experience developing or participating in the development of policies, procedures and internal controls. Working knowledge of complex financial processing systems such as FreeBalance is considered an asset.


Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset. Equivalencies that consist of a combination of education, knowledge, skills and abilities to formal education and experience requirements will be considered.


This position is not included in the Nunavut Employees Union and has a starting salary of $101,498.00 per annum, plus a Northern Allowance of $15,016.00 per annum.
