Reporting to the Assistant Deputy Minister Inuusivut, Mental Health and Addictions, the Territorial Director Mental Health and Addictions is accountable for the Mental Health and Addictions Division, including strategic direction and leadership, in order for the Government of Nunavut to provide timely, reliable, effective and relevant support and treatment to Nunavummiut affected by mental health and addiction-related illnesses.  This position is responsible for providing central functions related to mental health and addictions, to all levels of the department in the areas of: legislation and regulations; policy, standards and budget support; program planning, monitoring and evaluation; information and technology; human resource planning; establishment of competency and training expectations; and service provision.

The Territorial Director ensures that the department meets its mandate to deliver safe, quality core mental health and addictions services, and works with stakeholders to create an effective, coherent and integrated continuum of mental health and addictions services through the approved mental health and addictions framework and in coordination with the Public Health, Suicide Prevention and other relevant strategies. There will be eleven (11) positions reporting directly to the Territorial Director: Cross Sector Planning Coordinator; Psychiatric Nursing Specialist; Community Mental Health Specialist; Addictions Treatment Specialist; Youth Mental Health Specialist; Territorial Neuropsychologist; Territorial Manager Mental Health and Addictions Facilities; Regional Manager Mental Health and Addictions; and the Manager Mental Health and Addictions. The incumbent will provide day-to-day leadership, mentoring and guidance to staff. The Territorial Director will also direct the development, implementation and management of databases required to inform empirical decision making, service planning, service system management, and budget development / expenditure management related to mental health and addictions services.

The knowledge, skills, and experience required for this job are usually obtained through a recognized Undergraduate degree in a relevant Health Care discipline, as well as a Master’s degree in a relevant Health Care discipline. Five (5) years of senior management level experience in health services including the provision of Mental Health services, addictions, concurrent orders, suicide, family violence and intergenerational trauma is also required.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French.  Fluency in more than one of Nunavut’s official language is an asset.  Knowledge of Inuit language, communities, culture, land, and Inuit Qaujimajatuqangit is an asset.
