Reporting to the Director of Finance the Manager, Contracts plays a major role in ensuring the department is fiscally responsible and accountable. This involves maintaining a transparent, effective and efficient administrative structure to monitor, manage and support the negotiation and execution of departmental contracts and the allocation of grants and contributions. The incumbent will also provide a strong legal and administrative base for the Department’s procurement and contracting activities. This position has one direct report.
The incumbent is the senior advisor to the Department on contract law and contract administration. The Manager provides effective operational and strategic advice to the Deputy and Senior Management team. The incumbent, under the direction of the Director of Finance, is accountable for contract administration and the procurement of departmental goods and services. Providing advice to the senior management team on approaches that could be taken to contract award and administration that would be most cost effective and which would improve the quality of services not just in one region, but across Nunavut is also a major role of this position.
The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree in Business or Commerce, along with five (5) years’ experience in supervising professional contract or procurement staff.
The Official Languages of Nunavut are Inuktitut (Inuinnaqtun), English and French.
Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.
Equivalencies that consist of an acceptable combination of education and experience may be considered.
