Reporting to the Deputy Minister, the Director, Human Resources is responsible for the overall development, implementation, monitoring and evaluation of human resources management activities for the Department. This position is the recognized authority and expert in the Government of Nunavut’s (GN) human resources policies, legislation, protocols and procedures. The Director, Human Resources is responsible for providing human resources advice to the Deputy Minister and the rest of the Senior Management Team. The Director, Human Resources provides leadership in the planning, development, implementation, administration and coordination of all departmental human resource activities and leads a team of Human Resources professionals within the Department. The Director, Human Resources works closely with the Department of Human Resources in the area of recruitment, job evaluation, compensation and benefits and employee relations.

The Director provides expert advice, guidance and support to managers on performance management, progressive discipline, learning plans, corrective action, including and up to dismissal. The Human Resources division will also help facilitate and/or mediate issues between employees when needed. This position ensures leave management is properly administered for all employees of Department of Community and Government Services and conducts periodic audits internally to ensure compliance with leave management policies, collective agreements and senior and excluded handbooks. The Director prepares briefing notes, business cases and other information documents for management use and decision making by the Assistant Deputy Minister’s, Deputy Minister and the executive management team.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized Degree in Human Resources Management combined with at least six (6) years of related work experience, a minimum of four (4) years of progressive managerial experience. Financial experience is also required. A professional designation as a Certified Human Resources Professional is an asset.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in two or more of the official languages of Nunavut is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.

Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.

Term until December 2022. Current Indeterminate Government of Nunavut employees that apply and are successful on this term position may be offered an internal transfer assignment for the duration of the term if approved by their manager.
