Assistant Deputy Minister, Strategic Management

The Government of Nunavut (GN), in accordance with its mandate under Turaaqtavut – heading towards a goal – reflects the shared priorities to address the overarching needs of Nunavummiut. The newly created Department of Human Resources will come into force April 1, 2019 and we are looking to recruit an Assistant Deputy Minister – Strategic Management with exemplary leadership skills to fill this important role. The department will be responsible for overall management and leadership in the development and application of departmental policies, priorities, standards and procedures for the delivery of human resource programs and services within the GN, including overseeing the successful implementation of the Master Inuit Employment Plan under Article 23 of the Nunavut Agreement.
Reporting to the Deputy Minister, the Assistant Deputy Minister, Strategic Management will be accountable for providing broad advice on the government human resource planning, strategies, policies and legislation while ensuring the priorities and requirements of Article 23 of the Nunavut Agreement are incorporated in all aspects of the services provided within its divisions that include Sivumuaqatigiit, Public Service Training, Policy, Planning and Communications along with the rest of the department. This position is a significant contributor to major government programs and initiatives including Inuit employment planning, training and development, policy development and departmental communications. Furthermore, this position is one of the senior officials responsible for the development and implementation of the GN’s Human Resources Strategy. As a senior leader, you will provide expert advice and strategic direction to the Deputy Minister and the Minister on all human resources matters under your area of responsibility, including senior management across all GN departments, boards and agencies to ensure the GN has a qualified, representative workforce to deliver on its mandate.
The ideal candidate for this position will have an undergraduate degree in public administration, business administration, human resources or a related filed from a recognized university, plus seven (7) years of experience in strategic policy development and/or public service training. In addition, you must have five (5) years’ of senior management experience. You should have substantial knowledge of Acts, regulations and policies specific to Nunavut and a good understanding of Nunavut-specific economic, political, social and cultural considerations. The ability to implement new initiatives to support comprehensive employment strategies is a requirement for this position. A master’s degree in a related field would be considered an asset as well as experience working in the Public Sector in a Northern environment.
The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit would also be considered an asset.
Equivalencies that consist of an acceptable combination of education and experience, may be considered.
