Targeted Labour Market Programs

The Targeted Labour Market program provides funding of up to one year in duration to eligible employers, institutions or training providers to enable Nunavut-based education and/or training for occupations or skills that either are or will be in demand in the near future.

Eligibility

Applicant organizations must be able to demonstrate a labour market connection between the training for which they are seeking financial support and employment for Nunavummiut. This normally would include evidence of occupational demand from Nunavut employers and historical evidence that similar training resulted directly in the employment of those individuals who received the training. Applicants must also demonstrate that the education and/or training is offered by an accredited institution or training provider, and that the training is considered to be “industry standard” by applicable Nunavut regulatory bodies and/or employers.

 

Application Process

Applicant organizations must fill out a TLM application and submit to the Director of Career Development at Career Development Headquarters. Staff review applications based on the following: employer/Institution/training provider eligibility; sector priority; and the financial resources available. Upon approval of a TLM Application, a Contribution Agreement, detailing the terms and conditions of the Agreement, is completed and signed by both parties.

 

Supporting Documentation

The recipient organization must, at the end of the training period(s), provide a report on the outcomes attained by each individual participant of the training and the overall completion or pass/fail rate for the program. Data must be collected for each student/trainee accepted into the program(s). The report must include information on the registered participants, training delivery and outcomes.

 

Accountability

Financial records are maintained by the Department for each contribution as per the Financial Administration Act and Financial Administration Manual requirements. The project will be monitored by Career Development officials.

 

Application Guidelines

The Targeted Labor Market Program supports the development and delivery of training and employment programs for unemployed Nunavummiut who experience multiple barriers to employment.

Training modules may include Essential Skills, Employability Skills, Life Management Skills, and Employment Readiness (on the job work experience is preferred). Priority will be provided to Nunavut based organizations that target marginalized groups such as;

  • Persons with disabilities,
  • Youth at risk (ages 15-30 and not attending school),
  • Persons who face multiple barriers to employment,
  • Persons who are unemployed, underemployed or persistently unemployed.

Projects can include in-class components and skills development components. Projects can be delivered in any community in Nunavut. Expected outcomes include;

  • Employment,
  • Return to school /higher education.
