Adult Learning and Training Supports (ALTS)

This program helps you while you undertake training or upgrading. It is intended to increase your chances of finding and maintaining employment. ALTS normally only funds training programs that are a year, or less, in duration and that will lead to employment. Generally, training funded under this program falls under two categories: training that directly leads to employment after it is completed and work readiness or upgrading training.
Examples of ALTS funded programs include:
- Apprentice technical training.
- Workplace training.
- Pre-trades training.
- Nunavut Arctic College Foundations program.
Remember that ALTS is complimentary to FANS in that programs eligible for ALTS funding are not eligible for FANS funding and vice versa.

- You must be a Canadian Citizen or have permanent resident status.
- Be a resident of Nunavut if you are accessing Territorial funding.
- Be in need of skills training to be competitively employable.
- Be 18 years of age or older.
- The academic or training program that you are planning on taking must not be post-secondary or eligible for the FANS program.
- The institution you are planning on attending must be a recognized or accredited in the jurisdiction in which it operates.
- The program must be full-time (not less than 30 hours per week).
- The program must lead to employment in Nunavut.
- Funding is limited so plan and apply early.
- You can be denied if there are no funds left at the end of the fiscal year.
ALTS applications should be submitted no later than 30 days in advance of the course start date.
There are a number of supports available for ALTS clients:
- Tuition - Up to a maximum of $3,700.00 per calendar year - receipts required.
- Books and Materials - Up to a maximum of $5,000.00 - receipts required.
- Special Equipment - Up to a maximum of $5,000.00 - receipts required.
- Tutoring - Up to a maximum of $5,000.00 - receipts required.
- Training Allowance.

Living Away from Home Allowance
Up to $350.00 bi-weekly (mortgage/rental agreement required).
Airfare to and from Training Location.
Up to a maximum of $8,000.00 per calendar year - receipts required.
Up to a maximum of $450.00/month for unlicensed; $700.00/licensed.
How it Works
- Talk to a CDO or find your application at www.gov.nu.ca
- Complete your application and send it and your acceptance letter to your regional Career Development office.
- Complete an action plan with your CDO and wait for your CDO to review your eligibility.
- If you are approved you will sign a sponsorship agreement outlining your responsibilities and the consequences for not fulfilling these. You will also need to provide banking information so that your sponsorship funding can be deposited directly.
- You will need to call Top of the World or e-mail ALTS@topoftheworld.com in order to arrange your travel to your training location.
- Go to your program and succeed!
- Pay the necessary fees to your institution or training provider.
- Submit receipts to your CDO and potentially complete an after intervention survey.
Things to Remember
Remember, you have responsibilities as a student in receipt of government funding. These include maintaining good attendance and academic standing, as well as ensuring that the money provided to you for post-secondary studies is paid by you to your institution.
There are some things you can do to help make sure that your application is processed quickly and to ensure that you have the financial resources in your hands when classes start:
- Submit your application and supporting documents as early as possible.
- If you e-mail or fax your application confirm that it has been received. Fax machines in particular are prone to issues so make sure your forms get to your CDO.
- Plan to have your own money to support yourself, particularly if you decide to travel to your institution/training provider early to look for housing or childcare.
What happens if I drop out, fail or quit my training?
Your institution will notify your CDO if you:
- Fail to pay;
- Stop attending;
- Do not meet academic standards.
You may receive a warning but if you are unable to continue your program you will be required to pay back your sponsorship money to the Government of Nunavut.
* You should also know that you will be flagged in the Career Development database until your debt is cleared and will not be eligible for funding from this or other programs such as FANS or TOJ.
The ALTS program does its best to ensure that all applications are reviewed fairly, impartially and in accordance with the labour market agreements and ALTS program guidelines. Despite these best efforts it is possible for administrative errors to occur. If you have reason to believe that ALTS policies were misapplied to your application or personal circumstances, you are encouraged to request a review of your file. These procedures are in place to ensure a timely, consistent and fair review of your application and documentation. Attempts to bypass this procedure will only result in further delays.
30 Day Deadline
Once you have been notified you have thirty (30) days to request to have your file reviewed. You are encouraged to use the ALTS appeal form found here. If you are notified by letter, the thirty (30) days begins ten (10) days after the letter was mailed. If you are notified by e-mail, the thirty (30) days begin two (2) days after the e-mail was transmitted. If you are notified by telephone, which includes leaving a message, the thirty (30) days begin the day the call was made.
The first step in the file review process is for the applicant to discuss the issue with their Career Development Officer. Many issues can be resolved by discussing the matter and ensuring that both parties understand what is at issue.
The second step in the process is to complete an ALTS File Review form and submit this to the Career Development Officer who will provide the form and any additional information to the Regional Supervisor/Manager. The Supervisor will review your file and will potentially contact you for additional information if the need arises. Once the Supervisor receives your appeal they will have five (5) business days to determine the outcome and notify the applicant of the status of their appeal.
The third step in the process is when the Supervisor will forward the file review and any relevant documentation to the Manager of Career Development who will again conduct a review. The Manager of Career Development will have five (5) business days to review, determine the outcome of the review and to notify the applicant.
The final step in the process is when the applicant is still dissatisfied with the outcome of the file review. At this point the client has the option of requesting a formal appeal to the Director of Career Development who will review the file, determine the outcome and notify the applicant. The Director will do this within five (5) business days to conduct this review. This decision is final.
