The Umbrella Territorial Parks Inuit Impact and Benefit Agreement (IIBA) negotiated between Government and Inuit as required by Article 8 of the Nunavut Land Claims Agreement (NLCA), requires the Minister to “... secure any regulatory changes, and to make best efforts to secure any statutory changes, as are necessary to give full effect to the provisions of this IIBA” (IIBA 2.5.2).
