A member of the Senior Regional Management team, the Director Health Programs is one (1) of five (5) who reports directly to the Executive Director Kivalliq. The Director Health Programs provides clinical and administrative leadership and direction to primary care teams in the region.  These programs include primary health care, public health, health promotion, and midwifery services.  This position is accountable for the operating budgets, forecasting staffing and capital needs for the community health services, midwifery and population health programs. This position represents the Department on various committees, task forces, and working groups at both the regional and territorial level. 

An integral role in advancing the Department’s Inuit Employment Plan to increase recruitment and hiring for Inuit, the Director provides leadership and direction to ensure Inuit Societal Values are integrated into the workplace.  Manage Community Health Centers, Regional Population Health team and maternal newborn services, home and community care and continuing care centres.  This position is accountable for contract administration in some communities where services are provided outside of government. Ensures healthcare excellence and effective program management, work closely with the Executive Director, HR team and other Directors to support effective Health HR planning and retention of a skilled workforce and contributes to effective financial and capital management plan throughout the region.  When needed, the incumbent may have to be responsible for all communities in the region for periods of time requiring strong ability to prioritize day to day work and commitments to meet deadlines. 

5 positions report to the Director Health Programs: Supervisor Health Programs (3), Regional Manager Maternal Newborn Services (1) and Regional Manager Population Health (1).  Contextual knowledge includes understanding of health issues and priorities in Nunavut and Canadian society, health care service provision and issues in remote communities and clinical issues and practices in Canadian health care.  Leadership, team building and motivational skills.  Excellent interpersonal, verbal and written communication skills. Effective financial management skills, computer skills including Microsoft programs and electronic health records. Ability to deliver within tight deadlines. Travel to remote communities will be required. 

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree in Nursing or Midwifery Education; a nursing diploma with two (2) years of additional related management experience may be considered as an acceptable equivalency.  Must be registered with The College and Association of Nurses of the Northwest Territories and Nunavut (CANNN) or registered with the Nunavut midwifery Registration Committee.   Five (5) years of successful progressive management experience in health, preferably in an acute or primary health care environment.  Master’s degree in nursing or health administration related field will be considered an asset.   This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
