Manager, Planning, Reporting and Evaluation

Reporting to the Director, Policy and Planning (Director); the Manager, Planning, Reporting, & Evaluation (Manager) is ultimately accountable for leading the Department’s strategic and business planning processes and is accountable for both the development and subsequent management of the Accountability Framework and Annual Plan. The incumbent is ultimately accountable for the development and management of the Department’s research, agenda, business and plans. This includes clearly defining both the global and discrete (i.e., annual or shorter-term) departmental accountabilities and ensuring that those accountabilities address current needs and align with the Education Program, the established curriculum, the Education Act and other legislated requirements, policies, directives, or associated departmental commitments.
The Manager, Planning, Reporting, Evaluation is responsible and accountable for providing strategic leadership, administration, management, and oversight of the Planning, Reporting, & Evaluation. Furthermore the Manager will ensure the departmental staffs are aware of the Department’s vision, goal, objectives, standards, philosophy, educational principles, beliefs, and annual strategic objectives.The incumbent will be evaluating the departmental activities (using indicators) in terms of its progress relative to established targets and the ability to deliver on expected outcomes. This includes overseeing the development and implementation of an effective data collection strategy which enables accurate and effective reporting on progress made relative to established performance targets. Finally the Manager will be Reporting, annually, (in the form of the annual report and other reports as required) on the Department’s activities and participating in intergovernmental and interdepartmental committees.
The Manager, Planning, Reporting, & Evaluation will have an in-depth knowledge of financial planning and budget planning in accordance with governmental procedures as well as a fulsome understanding of the Nunavut operational context and how the Planning, Reporting, & Evaluation Unit fits into that system. The manager must be able to oversee the development and implementation of an effective data collection strategy which enables accurate and effective reporting on progress made relative to established performance targets. In addition the Incumbent must have proven experience leading evaluation initiatives (inclusive of building responsive and achievable logic models.
The knowledge, skills, and abilities required to successfully fulfil the requirements of this position may come from having a Bachelor’s Degree in one of the following fields: Education, Social Sciences, the humanities, or a related field plus five years of directly related experience in evaluation, strategic planning, and / or business planning. A Master’s Degree would be an asset.
