Reporting to the Director, Financial Services, the Manager, Accounting Services is responsible for financial systems administration and financial support for the department. This position is directly responsible for the processing of CGS Headquarters’ Operations and Maintenance financial transactions and Accounts Payable. The position also oversees the processing of CGS Headquarters’ revenues, manages Accounts Receivable and oversees the processing of capital and 3rd party funding transactions. Responsibilities include centralized accounting functions such as reconciliations, revenue and expenditure management and coordinating with CGS’ Financial Reporting section for year-end processes for all Headquarters divisions & regional offices. The incumbent must ensure all accounting processes comply with Legislative requirements such as The Financial Administrative Act (FAA), Government of Nunavut (GN) regulations, directives, policies, and procedures, applicable articles of the Nunavut Land Claims Agreement (NLCA), Nunavummi Nangminiqaqtunik Ikajuuti (NNI), and other applicable legislation. The position directly manages the Senior Finance Officer, Accounting, Revenue and Collections Officer and three Accounting Officers.
This position requires completion of the 3rd level of a recognized Canadian accounting designation (CGA, CMA or CA) along with a university degree with specialization in Accounting, Finance, Business Administration, Commerce or Economics. Excellent knowledge of Generally Accepted Accounting Principles (GAAP) is required. The Manager Accounting Services must have recent and considerable experience in managing and supervising accounting professionals, preferably in a unionized environment. Experience developing financial accounting processes, procedures and internal controls is required. The incumbent must have hands on experience utilizing large scale ERP systems such as FreeBalance and database systems. This position requires sound experience with the processing of accounting transactions, month-end and year-end procedures and basic financial auditing techniques.
Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset. Equivalencies that consist of a combination of education, knowledge, skills and abilities to formal education and experience requirements will be considered.
This position is not included in the Nunavut Employees Union and has a starting salary of $101,498.00 per annum, plus a Northern Allowance of $15,016.00 per annum.
