Finance & Administration Officer

The Department of the environment must maintain partnerships with community, territorial, provincial, national and international stakeholders utilizing state of the art technology and information systems, a workforce that is representative of the population and whose operations reflect the principals of Inuit Qaujimajatuqangit. Reporting to the Manager Financial Services, the Finance and Administration Officer is responsible for all aspects of the accounts payable/receivable functions for the Baffin Regional Office to ensure timely and accurate processing of accounts payable/receivable (revenue and surcharges) and obligation documents for appropriateness, accuracy that the transaction are charged to the appropriate accounts with reference to the budget codes provided by the program managers
The Officer delivers key financial support services for the Baffin Regional Office. The incumbent supports the on-going variance reporting process and works closely with program managers and headquarters in processing and tracking vendor returns in the Region prior to submitting documentation to the Department.
The officer provides support to program management in administering grants and contributions for the region by Supporting Manager with drafting replies to audits of departmental operations and records in order to ensure the department complies with audit recommendations. The incumbent assists in ensuring that accounting/accountability requirements are fully satisfied. Ensuring funds are available in the appropriate budgets, confirming that all related transactions within the region are accurate and appropriate, working with headquarters in ensuring that all staff are kept current with financial regulations, The incumbent provides general administrative support as required by maintaining correspondence including confidential documents in the departmental filing system within the division, maintaining accountable forms stock control, providing general receptionist duties as required , including answering phones, sorting/distribution of mail, photocopying, etc.
The incumbent must have knowledge of financial procedures and systems, a sound understanding of generally accepted accounting principles ability to use business software including communications, word-processing, financial spreadsheets and data bases.
The minimal education required for this position is a Grade 12 or equivalent with 3 years in financial field working experience.
Proficiency in English / Inuktitut is also required for this position or Fluency in more than one of Nunavut’s official language is an asset.
Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.
Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.
