Inuit Employment Plan

In 2020, Nunavut is a place where, Inuit have been supported in their training and have taken leadership roles in government and in our communities, and there is a representative workforce in all sectors.
The many challenges facing Nunavut have not disappeared since the creation of a new territory, but exciting possibilities continue to present themselves. One of the most important opportunities stems from Article 23 of the Nunavut Land claims Agreement (NLCA). This article states that the objective is “to increase Inuit participation in government employment in the Nunavut Settlement Area to a representative level”. There is a sense in Nunavut that we can do things differently. Through the development and implementation of an Inuit Employment Plan (IEP) which is consistent with Inuit Societal Values or Inuit Qaujimajatuqangit we can continue to move towards a representative level.
It is critical that the government’s workforce be representative of the population it serves. This is the most effective way to ensure that service to the public is responsive and culturally appropriate. A goal of the Government of Nunavut is to have a workforce that representative of the population by the year 2020.
The people of Nunavut will be asking:
Is there a plan to recruit, select and hire Inuit to assume the leadership and administrative positions within the new public service?
Is there a plan to significantly increase the proportional representation of Inuit in government?
Is there a plan to provide expanded training opportunities to prepare Inuit to assume these new positions?
Is there a plan to ensure that systemic barriers to Inuit employment are removed?
The answer to all of these questions is "YES" and it is called
an Inuit Employment Plan.
Currently all Government of Nunavut departments and agencies are responsible for the development of an Inuit Employment Plan.
It is the role of the Inuit Employment Division to assist each of the departments and agencies throughout this development.
Article 23 also stipulates that an on-going detailed analysis be maintained for the availability, interest and level of preparedness for Inuit for employment. This is to assist in developing Inuit Employment Plans and for Pre-Employment training strategies.
Through statistical analysis, "Towards a Representative Public Service", the Government of Nunavut can determine gaps in Inuit employment and work to fill them
