What is the Financial Administration Manual (FAM?
The FAM contains Directives that explain the financial policies of the GN and is based on interpretations of the Financial Administration Act (FAA), which is the legislation that the GN operates within. Also, the FAM contains copies of selected Regulationsunder the FAA and Property Assessment and Taxation Act.)
The Directives show the powers and responsibilities of the GN's financial officers and provides a common standard reference system, so that all GN employees can operate under the same rules.
Maintaining the FAM is a responsibility of the Government Accounting Division of the Department of Finance, under the authority of the Financial Management Board (FMB).

What is a Directive?
In the FAA section 1 (1), it states - "directive means a written statement of specific action to be followed in carrying out the policy of the Government, issued under this Act." An example, 802 - Delegation of Powers & Duties - begins with - "in order to facilitate sound financial management and to optimize the use of resources, it is the policy of the Comptroller General to recommend delegation of powers & duties to the lowest practical level."

How do I find a specific Directive?
Go to the "Table of Contents" icon on the "Toolbar" and select the Chapter that the Directive is in - the Chapter's contents will "drop down" and the Directive you are looking for will be listed. Press and the Directive will open.
If you don't know the Directive number of the subject you are looking for, then go to the "Subject Index" icon, where you will find an alphabetical listing. The number on the right indicates what Directive or Regulation to refer to for information.

How do I locate information about a topic?
The best way is to use the "Search" function, which is located at the far right of the toolbar. Type the keyword(s) into the search field to find Directives related to the topic that you are interested in.
Another way is to go to the "Subject Index" icon, where you will find an alphabetical listing. The number on the right of indicated what Directive or Regulation to refer to for information.

How do I know if a Directive is new, revised or has been revoked?
Go to What"s New located in the upper left of the site where there is a listing of the Releases. The Releases include information on all the new, revised and deleted directives.
Only the current version of the Directive will be available on the Intranet site. Please contact the FAM Manager should you have any questions concerning the previous version of a directive.

How will users be notified of updates to the FAM?
Notification of new, revised or deleted Directives is done through the Help Desk.
For those of you would still prefer to update your manual with hard copies, those will be located in MS Outlook (Public Folders/All Public Folders/FAM).

Who decides to make changes in FAM Directives and what is the process?
Proposed changes to the FAM Directives are either started by, or presented to the FAM Committee (which consists of senior financial officers from all the Departments) for discussion. The Responsible Agency (for example, 819-1 - Confidentiality of Payroll Information is the responsibility of the Compensation and Benefits Division) is to consult with the Manager, FAM to determine if a proposed revision is significant enough to require going through this process. From the FAM Committee, the proposed changes proceed to the Department of Finance for review and, if recommended by the Comptroller General and the Minister of Finance, are submitted to the Financial Management Board for their approval. After the Minister of Finance signs a Record of Decision, notification of the new or revised Directive is distributed through the Help Desk.
