3.5.c.
Teaching
Experience Outside Canada
Years
of teaching experience outside Canada will be accepted provided
all of the following criteria have been met:
- The
teacher held a valid teaching certificate issued from any
one of the provinces or territories in Canada.
- There
is a requirement for certification in that educational jurisdiction.
- The
educator taught in a K-12 institution which utilizes a recognized
K-12 curriculum
- The
school is accredited by the Department/Ministry of Education
in that educational jurisdiction or by a Ministry of Education
in Canada.
Educators
are responsible for requesting a letter from past employers
clearly showing that the aforementioned criteria have been met.
In addition, e-mails will not be sufficient, as only (an) official
and original letter(s) bearing a signature sent directly to
NECS (Nunavut Educators' Certification Service) from the issuing
institution(s) will be accepted.
Notwithstanding
this policy, all past salary evaluation conducted prior to the
adoption of this policy will not be affected.

Procedures for initial certification
- On
initial hire, the teacher's contract shall be considered the
first official notice to obtain appropriate certification
under the Regulations.
- The
teacher must immediately request a Statement of Professional
Standing (SOPS) be sent directly to the Registrar from the
initial credentialing institution (if they completed their
teacher training outside Nunavut) and from the last jurisdiction
they worked (if applicable).
- Upon
receipt of the SOPS and a completed application for interim
certification, the Registrar may issue a Temporary Teaching
Certificate.
- A
teacher's initial salary placement shall be level 4, step
1, provided they have completed the requirements for the Temporary
Teaching Certificate.
- Should
the Registrar not have received the required documents as
specified in (2) by the start of the teacher's contract, he/she
shall have their salary evaluated at level 1, step 1 on the
FNT salary schedule, until such time as the said documents
are received by the Registrar.
- The
salary shall not be retroactive once it has been re-adjusted
under (5).
- A
Temporary Teaching Certificate issued under (3) shall be for
a period of two months from the start of the teacher's contract.
- The
teacher shall receive a letter (registered mail), copied to
their principal, along with the notice that he/she will be
receiving his/her temporary certification, reminding him/her
of the requirements for initial teacher certification, as
well as outlining the consequences for non-compliance.
- Upon
receipt of a written request from the teacher, the Registrar
may, at his/her discretion, extend a Temporary Teaching Certificate
issued under (3) for a term not exceeding two months. Any
further requests for extensions would be at the discretion
of the NEQS.
- Upon
completion of the requirements for interim certification,
the Registrar shall re-adjust the teacher's salary placement
based on the teacher's credentials and year of experience
in accordance with approved NEQS policies and the FNT Collective
Agreement.
- Should
a teacher not complete the requirements for initial certification
by the end of the term of his/her Temporary Teaching Certificate
issued under (8) or (9), the Registrar shall place the teacher
salary at level 1, step 1 of the FNT salary schedule. Salary
shall only be re-evaluated once the certification process
is completed.
- Salary
re-adjustment under (11) shall not be retroactive.

Procedures for re-certification
- The
Registrar shall issue a notice to teachers by February 1 of
the year in which their teaching certificate is to expire.
This notice will be cc'd to the educators' principal.
- Should
a teacher not comply within 30 days, a second notice shall
be issued. This notice will be cc'd to the educators' principal.
- A
third and final notice, via registered mail, shall be issued
30 days after the second notice was issued under (2). This
notice will be cc'd to the educators' principal.
- Should
the teacher not be re-certified in accordance with the Regulations
by the start of the school year following the date of the
expiration of their teaching certification, the Registrar
shall re-adjust the teacher's salary to level 1, step 1 of
the FNT salary schedule.
- A
teacher's salary level shall be reinstated once he/she has
fulfilled the requirements for re-certification.
- Salary
re-adjustment under (5) shall not be retroactive.
Policy
13.1.a/16.1
Interim Professional Certificate/Interim Standard Certificate
- Applicants
who have completed their teacher education outside of Nunavut
must be certified in the province/territory in which they
received their initial teacher training.
- Applicants
must make arrangements to have the following sent directly
to the Nunavut Educators' Certification Service:
-
a Statement of Professional Standing from the initial
credentialing institution, and
-
a Statement of Professional Standing from the last province/territory
they have worked (if applicable).

18.3
Standard Teaching Certificate - course requirement
All teachers who hold a Standard Teaching Certificate must successfully
complete five (5) courses (three credit/minimum 45 hours per
course) toward a recognized bachelor of education degree during
the five-year term of the certificate. The Registrar may grant
a one-year extension to a teacher to complete this requirement,
but only under unusual or exceptional circumstances.

Temporary Teaching Certificate
Temporary
Teaching Certificates issued under Section 40 of the Education
Staff Regulations shall require the following documents:
- An
official Statement of Professional Standing sent directly
to the Registrar from the initial credentialing institution
AND from the last jurisdiction the teacher worked (if the
latter is applicable).
- A
completed application form for interim certification (either
faxed or mailed)
- Confirmation
of employment sent directly to the Registrar from the hiring
region.
The
aforementioned would then allow the Registrar to issue a Temporary
Teaching Certificate as per Section 40 of the Education Staff
Regulations.

Recognized
Post-Secondary Education
- For
salary evaluation purposes, beyond the minimum training requirements
for recognized teacher certification, "post-secondary"
means,
- a
Canadian University that is an ordinary member of the
Association of Universities and Colleges of Canada,
- a
university in the United States that is recognized by,
- Middle
States Association of Colleges and Schools
- New
England Association of Schools and Colleges
- North
Central Association of Colleges and Schools
- Northwest
Association of Schools and Colleges,
- Southern
Association of Colleges and Schools,
- Western
Association of Schools and Colleges,
- a
university that is located in a country other than Canada
or the United States and that is a member of the Association
of Commonwealth Universities or the International Association
of Universities, or
- a
Canadian community college that is a member of the Canadian
Association of Canadian Colleges.
In
the event that a teacher holds course work, or a certificate,
diploma or degree from a university or college that is not a
member of any of the aforementioned associations, the teacher
may have those credentials evaluated by a recognized post-secondary
institution. The evaluation of transferability of those credits
must be sent directly to NECS from the issuing institution.
