CAPITAL PROGRAM: STUDENT HOSTELS - SCHOOLS

FOREWORD
The Department has been directed by the GN to provide secondary schooling in communities where there are sufficient students. This will eliminate the needs for secondary student housing, except where a community continues to serve feeder communities. With home boarding as an option, all student housing may be eliminated in the future.

Until grade extensions and home boarding are fully implemented, some student housing must be maintained. The long-term need is not strong enough for new custom-designed hostels. It is important to find a solution that meets the short-term demand, while making sure the buildings have another use, for instance, community housing, once they are no longer needed to house students.

Any new hostel facility requires Ministerial approval before adoption. Each project must be fully justified in terms of its appropriateness, number of students it will serve, cultural aspects, and a cost/benefit analysis of alternative housing options available in the community. The standards and criteria are developed to reflect the scaled-down needs with a maximum resident capacity not to exceed 16.

PROGRAM STATEMENT
The Department of Education shall provide the capital requirements necessary to supply the facilities required to accommodate high school students who must leave home to further their education.

LEGISLATION
The Education Act governs the Schools Student Hostels Capital Program.

Residential Area

Bedroom Area
Requirements: Floor carpeted. Residential-type atmosphere. To accommodate two each of: twin beds, dressers, work desks and night tables. Closet space integral with room. Must have exterior window.

Criteria: Each room shall accommodate two students.

Area: 19m2 Design capacity: 2 Utilization factor: 100%

Student Storage Area
Requirements: Floor finished with rolled flooring. Combination of shelving and/or locker units determined by supporting agency. This space is dedicated to the storage of student materials and shall not be considered as part of the general storage.

Criteria: All hostels to contain this room. Area determined at lm2/student resident. Shall not exceed 16m2.

Washrooms/Showers
Requirements: Floor finished with rolled flooring. All surfaces resilient and water resistant. Number of fixtures determined by the latest version of the National Building Code of Canada. Benches along wall with clothes pegs. Individual showers shall be provided.

Criteria: Separate washrooms for each sex.

*Design capacity to be determined by the latest version of the National Building Code of Canada and approved by the Health Inspector.

Living Room Area
Requirements: Floor carpeted. Residential-type atmosphere. To accommodate sofa, chairs, tables, etc. for adequate number of facility users. Must have exterior window. Bookshelves with built-in cabinet to be part of building works. Television hook-up.

Criteria: Room area minimum of 16m2 and a maximum of 36m2, with exact size determined at 2m2 by design capacity of the facility.

Living Room Area
Requirements: Floor finished with rolled flooring. Residential-type atmosphere. To accommodate all residents at one time. Close to kitchen. May be open to living room area.

Criteria: Room a minimum of 10 m2 with exact size determined at 1.2m2 by design capacity of the facility.

Kitchen Area
Requirements: Floor finished with rolled flooring. Residential-type atmosphere. Shall contain fridge, stove, microwave, dishwasher, and fixture count from the latest version of the National Building Code of Canada. Counters with storage cabinets below, and cupboards above. Provide adequate area for food preparation considering number of residents. Close to storage/pantry room and dining.

Criteria: Room a minimum of 16m2 with exact size to be determined by user needs. Shall not exceed 24m2.

Storage/Pantry Area
Requirements: Floor finished with rolled flooring. Full-height shelving units for entire room. May accommodate chest-type freezer unit. Adjacent to kitchen and front entry.

Criteria: For all hostels. Room a minimum of 5m2 with exact size at 0.5m2/design capacity resident.

Area: varies Design capacity: 0Utilization factor: 0%

Laundry Area
Requirements: Floor finished with rolled flooring. To contain one heavy duty clothes washer and dryer for every eight students. Full-height shelving for the storage of linen items. Ironing units as required.

Criteria: For all hostels. Room a minimum of 8m2, with an additional 6m2 for each additional washer/dryer combination.

Support Area

General Storage Area
Requirements: Floor finished with rolled flooring. Full-height shelving for the storage of bulk items, and ongoing maintenance materials. Racks as required for the proper storage of cleaning equipment (i.e. brooms, vacuum cleaner, etc.).

Criteria: For all hostels. Room at 1m2/design capacity resident. Shall not exceed 16m2.

House Parents Bedroom Area
Requirements: Floor carpeted. Residential-type bedroom area atmosphere. To accommodate one double bed, two dressers, and two night tables. Closet space integral with room. Must have exterior window.

Criteria: Each room shall accommodate up to one couple. Requirement determined based on maturity of residents intended to occupy the facility.

Area: 14m2 Design capacity: 1 Utilization factor: 100%

House Parents Second Bedroom/ Work Area
Requirements: Floor carpeted. Residential-type second bedroom/ atmosphere. To accommodate one single bed, work area dresser, work desk, and night table. Closet space integral with room. Must have exterior window. Access from house parent accommodations and not direct to hostel areas.

Criteria: All units requiring a house parent and serving a hostel with more than 12 residents shall include this room.

Area: 12m2 Design capacity: 1 Utilization factor: 100%

House Parents Washroom
Requirements: Floor finished with rolled flooring. All surfaces resilient and water resistant. Residential-type layout.

Criteria: Within the house parent suite.

Area: 4m2 Design capacity: 0 Utilization factor: 0%

Office Area
Requirements: Floor carpeted. To accommodate one work desk, filing cabinet, two chairs and small table. Must have exterior window. Located immediately adjacent to the front entry. Must be fully lockable.

Criteria: This room shall be included in the design when the number of student residents exceeds 12.

Area: 8m2 Design capacity: 0 Utilization factor: 0%

Circulation Area

Circulation Areas
Requirements: A variety of areas are considered part of the overall circulation in the building. These include entrance lobby, coat/boot storage areas, corridors, hallways, vestibule spaces. Their design shall respond to the exact needs of the intended service.

Criteria: These circulation spaces shall be included in all buildings.

Service Area

Mechanical/ Electrical/ Service Rooms
Requirements: Floor finished with rolled flooring, antiskid painted plywood, or concrete with coloured floor hardener. Walls durable and easily maintained. Storage shelving and work counter to accommodate minor equipment/parts and maintenance area.

Criteria: Standards determined by the latest versions of the National Building Code of Canada, the Electrical Code and the Mechanical Code. Every attempt should be taken to minimize area and combine all services within one room if possible.

REGIONAL LIBRARIES
Centralized regional libraries may be established to support a specific designated region. They shall be designed in joint use with the community library. All standards are the same as community libraries, with the following adjustments to reflect the additional services a regional library offers:

1.         library collection
2.         library storage
3.         library workroom.

Regional area population the library serves will be the determining factor for the size of these rooms. The corresponding formulas will determine actual room size.
