CAPITAL PROGRAM: LIBRARY SERVICES

FOREWORD
Each library is unique, which makes it difficult to establish definitive standards and criteria. Libraries respond to the needs of the community, and can vary quite widely due to:

  • literacy rates
  • user rates
  • cultural diversity
  • operational services
  • population

PROGRAM STATEMENT
The Department of Education shall provide the capital resources required to deliver a Library Services program, which meets the informational, educational and recreational needs of residents of Nunavut through the public library system.

LEGISLATION
The library facilities require by the Library Services capital Program are governed by the Public Libraries Act.

PROGRAM REQUIREMENTS
The Department has established guidelines that govern the direction of the design for these facilities, rather than a specific set of areas for each complex. Each project should follow these guidelines, but should respond to individual program needs.

To ensure cost efficiency as directed by the GN, every effort shall be taken to consider joint-use facilities for libraries. Stand-alone libraries will require Ministerial authorization before adoption. Libraries shall only be considered when the community population exceeds 500.

The following describes the public library services capital program guidelines.

COMMUNITY LIBRARIES

Operational Area

Library Collection
Requirements: Collections to include books, videos, audios, CD ROM, and displays. Floor carpeted. Flexible design to accommodate various shelving and display arrangements. Lighting is a critical factor, both natural and artificial. Could reflect some cultural or historical context for the community.

Criteria: Library collection area will be determined as follows:

  • population exceeding 500 ® 40m2;
  • population exceeding 1000 ® 75m2;
  • population exceeding 2000 ® 140m2;
  • population exceeding 3500 ® 210m2

Area: varies Design capacity: 0 Utilization factor: 0%

User Space
Requirements: To be used for workstations, reading corners, work desks and information displays. Floor carpeted. Flexible design to accommodate various seating and work area arrangements. Lighting is a critical factor, both natural and artificial. Could reflect some cultural or historical context for the community. To be an integral part of the Library Collection area.

Criteria: Library collection area will be determined as follows:

  • population exceeding 500 ® 20m2;
  • population exceeding 1000 ® 40m2;
  • population exceeding 2000 ® 70m2;
  • population exceeding 3500 ® 120m2

Area: varies Design capacity: 0 Utilization factor: 0%


Library Storage
Requirements: Floor finished with rolled flooring. Shelving for bulk storage and storage racks for various equipment.

Criteria: Library storage area will be determined as follows: population exceeding 500 3m2; population exceeding 2000 6m2

Area: varies Design capacity: 1 person/1.85m2 Utilization factor: 100%

Administrative Area

Activity/ Display/Meeting/ Room
Requirements: Floor carpeted. Locking door. Furniture determined by the display-operating agency. Flexible room designed to accommodate gatherings, presentations, seminars, and used as a community work area. Cabinets to have storage below and include a sink. Close to circulation desk.

Criteria: Activity/meeting/display room area will be determined as follows: population exceeding 1000 15m2; population exceeding 2000 20m2.

Area: varies Design capacity: 1 person/0.75m2 Utilization factor: 100%

Library Office
Requirements: Floor carpeted. Locking door. Furniture determined by operating agency. Will be used as a workroom for libraries without that feature. Close to circulation desk.

Criteria: One library office shall be included in all libraries.

Area: 9m2 Design capacity: 1 Utilization factor: 100%

Library Workroom
Requirements: Floor finished with rolled flooring. Work counter with cupboards, shelving below. Storage shelves above. Shall include a sink and electrical outlets for plug-in equipment. Adjacent to library office.

Criteria: One library workroom for library in a community with a population over 2000.

Area: 8m2 Design capacity: 0 Utilization factor: 0%

Library Circulation Desk
Requirements: Floor finished with rolled flooring.Work counter with cupboards, shelving desk below. Adequate electrical services for plug-in equipment, and provision for computer system. Depending on the size of the library, there may be special security provisions included. Near the entry in a position that can monitor collection and user areas.

Criteria: Library circulation desk area will be determined as follows:

  • population exceeding 500 ® 4m2;
  • population exceeding 1000 ® 6m2;
  • population exceeding 2000 ® 8m2;

Circulation Area

Circulation Areas
Requirements: A variety of areas are considered part of the overall circulation in the building. These include entrance lobby, coat/boot storage areas, corridors, hallways, vestibule spaces. Their design shall respond to the exact needs of the intended service and the identified needs of the community, but not to exceed 20% of net operational and administrative areas.

Criteria: These circulation spaces shall be included in all buildings.

Library Circulation Desk
Requirements: When the library is part of a joint-use structure, its entry should permit usage without having an impact on the rest of the shared facility. Highly visible with clearly defined signage. Should be a visually prominent for the community. Must meet National Building Code for access standards.

Criteria: All libraries. Size to depend on specific community needs.

Area: varies Design capacity: 0 Utilization factor: 0%


Support Area

Janitorial Space
Requirements: Floor finished with rolled flooring. Shelving for bulk storage of cleaning items, and supplies. Storage racks for various cleaning equipment. Slop sink. Wall finishes durable and water-resistant.

Criteria: One janitorial space provided either separately or in conjunction with the mechanical room, where permitted by code.

Area: 3m2 Design capacity: 0 Utilization factor: 0%

Service Area

Washrooms
Requirements: Floor finished with rolled flooring. Counter-top sinks with additional support for front edge. Washroom stalls and side splash units where multiple fixtures are required. Walls durable and water resistant.

Criteria: Number of fixtures and handicap-accessible standards determined by the latest version of the National Building Code of Canada.

Area: varies Design capacity: 0 Utilization factor: 0%

Mechanical/Service Rooms
Requirements: Floor finished with rolled flooring or anti-skid painted plywood, or concrete with coloured floor hardener. Walls durable and easily maintained. Storage shelving and work counter top to accommodate minor equipment/parts and maintenance area. Every attempt shall be taken to ensure the mechanical and electrical needs are provided within one space, if permissible by code.

Criteria: Standards determined by the latest versions of the National Building Code of Canada and the Mechanical and Electrical Codes.

REGIONAL LIBRARIES
Centralized regional libraries may be established to support a specific designated region. They shall be designed in joint use with the community library. All standards are the same as community libraries, with the following adjustments to reflect the additional services a regional library offers:

1.         library collection
2.         library storage
3.         library workroom.

Regional area population the library serves will be the determining factor for the size of these rooms. The corresponding formulas will determine actual room size.
