CAPITAL PROGRAM: EARLY CHILDHOOD DEVELOPMENT
PROGRAM STATEMENT
The capital intent of this program is to support the development and delivery of high quality childcare and development programs, and to make child care programs more accessible to parents so that they can complete their senior secondary education, and continue their education and training.
Qualifications for these facility support shall be based on the following:
- demand
- potential and future enrolment
- existing operations and services
- availability of staff
- cultural aspects
- operation costs/funding structure
The inclusion of this program in a school's functions should recognize areas of joint use to prevent duplication of space. Every attempt shall be made to consider shared use where program needs are not compromised. The incorporation of this use into a school should be designed within the compartmental areas of standardized classrooms. This would permit easy renovation back into school use if the Early Childhood Development Program were to be deleted from the school in the future.
Once a school-based child day care and development facility has been accepted as a capital project, it must conform with the following standards and criteria.
LEGISLATION
The Department OF Education administers the functions associated with child day care in accordance with the Child Day Care Act. All capital projects are governed by this act and must conform to the latest version of the Child Day Care Standards and Regulations.
QUALIFYING CRITERIA
A school facility may qualify for an integrated early childhood development component as part of its program if the approved Capital Estimates have identified an existing school for expansion or major renovation/upgrade; or a new independent school is being created to meet growing community needs; and none of the following alternatives are available:
1. There are no licensed Daycare spaces available, or planned for the community that meets the need.
2. There is no suitable facility available near the school that could cost effectively be used or adapted into an early childhood facility.
After the above qualifications have been met, the following conditions must be true in order to include the Early Childhood Development program in the project scope of work:
a) enrolment projections, based on the occupancy date of the project, show a minimum of 45 senior secondary students (Grades 10-12), and;
d) the community has a minimum projected population of 45 females between the ages of 15 to 19 years old at the time of occupancy, and;
c) statistical evidence shows the number of 15 to 19-yearolds is staying the same (S), increasing (I), or increasing greatly (II).
d) the students will continue their education and their children will attend the early childhood program located in the school.
Subject to the conditions being met, the Department would allocate appropriate resources, in accordance with the standards and criteria, to include this space in the planned schoolwork. This facility will have a minimum of 12 spaces, must demonstrate community support and will be operated as a community service providing program support first to students in the school. Successive increases are based on the following table:

Any program with more than 24 spaces will have to be justified through a program needs evaluation.
The capital standards and criteria determine program space needs based on facility positions.

EARLY CHILDHOOD DEVELOPMENT

Area

Play area (interior)
Requirements: Floor carpeted or finished with rolled flooring depending on usage. Natural light. Layout easily monitored. Storage cupboards, lockers, and other cabinets to serve user needs.
Criteria: Each facility must maintain a proper room for this purpose at a minimum of 2.75m2 per child.

Sleep Area
Requirements: This area may be either separate from the designated play area or a part of it. If it is part of the play area, adequate screening shall be available between the sleeping area and the remainder of the play area. Sound barriers and darkening the room are preferable.
Criteria: Each facility must provide adequate space for this purpose. If a separate room is used, in particular where babies are involved, the required space shall not be less than 1.6m2 per crib (newborn to 2 years old).

Sleep Area
Requirements: Children should have access to outdoor play space, either on the property of the facility, or within reasonable walking distance on a safe route.
Criteria: Each facility must provide adequate space for this purpose at a minimum of 5m2 per child.

Office
Requirements: Floor carpeted. Window or viewing panel in door for view to entry or reception area. Furniture determined by operator in consultation with staff.
Criteria: One office when more than 18 children attend the facility.

Reception area
Requirements: Floor carpeted. Area adjacent to front entry. Furniture determined by operator in consultation with staff.

Kitchen
Requirements: Floor finished with rolled flooring. Counters with sink capable of meeting food preparation needs. Cupboards below counter, shelving with doors above counter. One full-height lockable storage unit.
Criteria: A kitchen is mandatory in a facility of this kind. Size may vary depending on number of users, but it should not be less than 8m2. Dining accommodations can be part of this room or separate depending on operator's preference. All work should conform to the Public Health Act.

Storage
Requirements: Floor finished with rolled flooring. Shelving for bulk storage and storage racks for various equipment.
Criteria: Total area at 0.1m2 per child as prescribed by design capacity. This can be part of the play area but must be considered as additional space above the 2.75m2/child requirement for that area. Minimum size to be 2m2.

Washrooms
Requirements: Floor finished with rolled flooring. Counter-top sinks with additional support for front edge. Washroom stalls and side splash units as required. Walls durable and water resistant. Special attention should be paid to the small size of the users involved.
Criteria: Number of fixtures and handicap accessible standards to be determined by the latest version of the National Building Code of Canada, the Public Health Act, and the latest version of the Child Day Care Act & Child Day Care Standards Regulations of the GN. The facility shall include at least one washroom that is handicap accessible.

Circulation areas
Requirements: A variety of areas are considered part of the overall circulation in the building. These include entrance lobby, coat/boot storage areas, corridors, hallways, vestibule spaces. Their design shall respond to the exact needs of the intended service.
Criteria: These circulation spaces shall be included in all buildings.

Mechanical/ electrical/service rooms
Requirements: Floor finished with rolled flooring, anti-skid painted plywood, or concrete with coloured floor hardener. Walls durable and easily maintained. Storage shelving and work counter to accommodate minor equipment/parts and maintenance area.
Criteria: Standards determined by the latest versions of the National Building Code of Canada, the Electrical Code and the Mechanical Code. Every attempt should be taken to minimize area and combine all services within one room if possible.
